What Is a Medical Devices Marketing Authorization (MDMA)?

The Medical Devices Marketing Authorization — commonly known as MDMA — is the approval issued by the Saudi Food and Drug Authority (SFDA) before any medical device or supply may be marketed in the Saudi market. In short, it is the regulatory "entry pass" for a product, and it cannot be commercially placed before it is issued.

Why is MDMA required?

The core purpose is to confirm that a device is safe and effective for its intended use, and that the manufacturer can demonstrate this through a complete technical file covering device design, classification, safety evidence, and quality data.

What gets reviewed before submission?

  • Device classification (the associated risk determines the pathway and requirements)
  • The device's technical file and conformity evidence
  • Manufacturer data and its authorized representative in the Kingdom
  • Labeling and IFU, and their alignment with Arabic-language requirements

Who submits the application?

A foreign manufacturer cannot submit directly; the regulation requires a licensed Authorized Representative inside the Kingdom to submit the application and handle official communication with SFDA on the manufacturer's behalf, following up on any deficiencies until a decision is issued.
