Why is the license separate from product registration?

Device registration (MDMA) concerns the product itself — its safety and effectiveness — while the warehouse license concerns the establishment's ability to store and handle it in a way that preserves that safety for as long as it remains on-site: temperature, humidity, cleanliness, and traceability.
